When the pop-up headlights raise fine but refuse to drop, the fault is almost never the motors themselves. It is the retractor control circuit: the headlight/retractor relay, the combination switch, or a hung ground telling the motors to hold "up." The motors are only obeying a stuck command.
Run the lights up, turn everything off, and see whether the buckets sit up with no attempt to retract
